Major Regulatory Changes Hit UK Online Gambling

The UK Gambling Commission (UKGC) has implemented two of the most significant regulatory changes in recent years: mandatory financial risk checks for online gambling customers and stake limits for online slot games. Both measures stem from the 2023 Gambling Act Review White Paper and represent the UK’s continued push toward stronger consumer protection.

Financial Risk Checks

Starting January 2025, all UK-licensed online gambling operators must conduct financial risk assessments on customers who reach specific spending thresholds:

  • Light-touch checks begin at a net monthly spend of 150 GBP (reduced from the initial 500 GBP threshold)
  • Checks use credit reference data to assess whether a customer’s gambling expenditure is consistent with their financial situation
  • Enhanced checks trigger at higher spending levels, requiring operators to gather additional financial information
  • Operators must act on check results, which may include spending restrictions or account limitations

The UKGC has emphasized that these checks should be “frictionless” for the majority of customers, using automated data from credit reference agencies rather than requiring manual document submission.

Online Slot Stake Limits

From April 2025, online slot games in the UK are subject to maximum stake limits:

  • 5 GBP per spin for players aged 25 and over (effective April 9, 2025)
  • 2 GBP per spin for players aged 18 to 24 (effective May 21, 2025)

These limits apply to all forms of online slot games, including progressive jackpots and bonus buy features. The tiered approach by age group reflects research showing that younger players face higher vulnerability to gambling-related harm.

Additional Design Changes

New remote game design requirements also took effect in January 2025:

  • Autoplay functionality is banned across all online gambling products
  • Multi-game play features are prohibited
  • A minimum 5-second game speed applies to non-slot casino games
  • Operators must display net spend and net time information during play

Industry Response

Operators have raised concerns about implementation costs and the potential for VIP players to migrate to offshore, unregulated platforms. However, major operators including Flutter, Entain, and bet365 have publicly supported the measures, positioning compliance as both a regulatory obligation and a competitive advantage in demonstrating player safety commitment.
